After CS’s assurance, secretariat employees defer strike by week | KNO

After assurance of Chief Secretary, the J&K Civil Secretariat Employees Coordination Committee on Saturday decided to defer the indefinite strike programme by one week. “Today, the Chief Secretary, J&K called representatives of the J&K Civil Secretariat Employees in his office chambers to discuss and deliberate upon the situation arisen due to the indefinite strike call was given by the J&K Civil Secretariat Employees Coordination Committee. The Coordination Committee headed by its Chairman, Ghulam Rasool Mir along with Maqbool Hussain and other representatives attended meeting in a cordial atmosphere.

The issues of employees were discussed in detail,” a spokesperson of the employees' coordination committee in a statement issued to GNS said. The Chief Secretary was informed that the employees have no grievances with the government.

The Chief Minister has always considered demands and issues of employees sympathetically and passed on directions to the concerned from time to time, the CS was told. We express our gratitude for solving some issues of the employees which were pending since long, the spokesperson said, adding that the representatives extended thanks to Chief Secretary for his employees' friendly approach.

It was further informed to the Chief Secretary that the instructions/directions passed by authorities from time to time have not been implemented which are otherwise meant for the welfare of the employees and cordial relations between the employees and government, the statement said.

The representatives further intimated that there are some middle rung officers who are of the habit of stalling the case files relating to employees particularly Cadre/Career Progression of Non-Gazetted/Class IV employees, thus creating fuss and chaos between employees and government.

The working and behaviour of such type of officers is the main reason to provoke employees to go on indefinite strike, the spokesperson said.

The Chief Secretary after detailed discussions assured that the recommendations (partially) of the Cadre Review Committee shall be cleared within a week’s time which has already been accepted by the Chief Minister as Minister Incharge General Administration Department followed by Concurrence of Finance Department Cadre Review Committee shall submit complete report/recommendations in respect of employees on the establishment of General Administration Department (if any pending) Planning, Accounts and Legal Services at an earliest, the spokesperson added. Pending issues of employees particularly issuance of orders/Reckoner for implementation of 7th Pay commission w.e.f 01.01. 2016, settlement of pay anomaly and review of SRO 202, Leave Travel Allowances, Issues Pending in Estates Department etc shall also be resolved in a time bond manner as per the commitment of Chief Minister, the spokesperson said.
